In a lecture delivered at the National Law School of India University in Bengaluru, Supreme Court Judge Justice P S Narsimha raised important concerns about the functioning of fourth branch institutions such as the Election Commission of India, Comptroller and Auditor General (CAG), Union and State Public Service Commissions, and National Commissions for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs). He emphasized that these bodies should not serve as retirement homes for civil servants and judges.
Justice Narsimha pointed out that the expertise and capacity building essential for these institutions are often compromised, and diversity in their composition is frequently overlooked. He stressed the importance of maintaining the integrity of these institutions, asserting that they must not become mere post-retirement destinations for former officials.
