Kerala CM Pinarayi Vijayan lays foundation for waterfront project on Marine Drive; Phase-I estimated at ₹480 crore
The Government of Kerala has launched the ambitious Marine Eco City project in Kochi, aimed at developing a sustainable urban hub along the city’s iconic waterfront. The foundation stone for the project was laid by Pinarayi Vijayan, with NBCC (India) Limited associated with the development as the Project Management Consultant (PMC) on an EPC basis.

The foundation ceremony for the Marine Eco City project at Marine Drive in Kochi was conducted online by Chief Minister Pinarayi Vijayan. The event took place at the KTDC Convention Centre Bolgatty and was attended by senior government officials and representatives from the implementing agencies.

The project is being developed by the Kerala State Housing Board on a prime 17.9-acre waterfront site near the BPCL residential complex on Marine Drive. NBCC (India) Limited, a Navratna Central Public Sector Enterprise under the Ministry of Housing and Urban Affairs, Government of India, will oversee project execution as the Project Management Consultant.
The Marine Eco City has been envisioned as a self-sustaining urban development model that integrates residential, commercial, and hospitality infrastructure while enhancing the waterfront landscape of Kochi.
Phase-I Development
The first phase will be developed over 3.16 acres and will include a mixed-use residential-cum-commercial tower with Lower Ground Floor + Upper Ground Floor + 26 floors along with an adjoining parking block.
Key features of Phase-I include:
152 premium residential apartments
80 three-bedroom (3BHK) units and 72 four-bedroom (4BHK) units
Retail commercial spaces on the first to third floors
Office spaces on the fourth and fifth floors
Clubhouse and recreational facilities on the sixth floor
Residential apartments from the seventh to the twenty-sixth floor
The total built-up area of this phase will be around 85,733 square meters (approximately 9.22 lakh sq ft), including parking facilities. The estimated project cost is about ₹480 crore.
Phase-I has already received key statutory approvals including CRZ clearance, environmental clearance, consent from the Pollution Control Board, Airport Authority NOC, fire pre-NOC, wildlife clearance, and GRIHA pre-certification.
Future Phases
The Phase-II and Phase-III developments will cover 14.74 acres and significantly expand the project.
Phase-II: Construction of a 105-room five-star category hotel along with a convention centre, designed to support tourism and business events in Kochi.
Phase-III: Development of six residential towers with a total of 952 apartments, including 538 3BHK and 414 4BHK units, rising up to Lower Ground Floor + Ground Floor + 28 floors.
The combined built-up area of these future phases is proposed to be around 4.42 million square feet, including parking facilities.
Speaking on the occasion, K. P. Mahadevaswamy said the company is proud to be associated with the landmark waterfront development and is committed to ensuring timely and successful completion of the project.
Once completed, the Marine Eco City is expected to emerge as a major urban landmark along Kochi’s Marine Drive, strengthening the city’s residential, commercial, and tourism infrastructure while promoting sustainable and integrated urban development.
