In a significant move following the recent Lok Sabha elections, the Centre has embarked on a major administrative overhaul. The shake-up comes as many senior officials have completed several successive extensions in their positions.

New Appointments and Vacancies

The government has appointed a new Cabinet Secretary and Union Home Secretary, signaling a fresh wave of changes at the top echelons of the bureaucracy. Currently, seven Secretary/Secretary-equivalent positions are vacant, with an eighth set to become vacant on August 31, 2024. Additionally, three high-profile positions are vacant, though they are expected to remain unchanged in this reshuffle.

Detailed List of Vacancies:

DOPT Secretary – Vacant since Radha S. Chauhan’s retirement on June 30, 2024.
Coordination Secretary, Cabinet Secretariat – Vacant following P.K. Tripathi’s retirement.
Housing & Urban Affairs Secretary – Post left vacant after Manoj Joshi’s retirement.
Department of Public Enterprise Secretary – Vacant since Ali Raza Rizvi’s retirement on June 30, 2024.
Expenditure Secretary – Vacant following Dr. T.V. Somanathan’s new appointment as Cabinet Secretary Designate.
Culture Secretary – Post left vacant after Govind Mohan’s appointment as Home Secretary Designate.
Minority Commission – Vacant following Anjali Bhawara’s retirement.
The position of Secretary in the President Secretariat, held by Rajesh Verma, is expected to be vacant by the end of August 2024. It remains to be seen whether he will receive an extension or retire.

Posts Likely to Remain Unchanged:

Secretary, PMO – Position vacant after Bhaskar Khulbe.
Secretary, Defence Production – Post likely to remain dormant following Raj Kumar’s departure.
Anticipated Reshuffle Details

The reshuffle is anticipated to address not only the current vacancies but also potential vacancies up to October-November, which could involve at least seven more Secretary-level posts. Recent appointments such as Devesh Chaturvedi as Secretary for Agriculture and Sandeep Pondrik as Secretary for Steel indicate a preference for bringing officers from state cadres to central positions. Potential candidates for new roles include S.P. Goyal (UP), Puneet Goel (Goa Chief Secretary), Dharmendra (Arunachal Chief Secretary), and V. Umashankar (HY).

The Centre’s administrative shake-up is poised to bring significant changes at the highest levels of government, with many new appointments and shifts anticipated in the coming months.
