₹775 Crore landscape transformation at Old Rajinder Nagar and Safdarjung Development Area

NBCC (India) Limited, a Navratna CPSE under the Ministry of Housing and Urban Affairs, Government of India, has signed two separate Memorandums of Understanding (MoUs) with the Delhi Development Authority (DDA) for the comprehensive redevelopment of DDA Staff Quarters at Old Rajinder Nagar (ORN) and Safdarjung Development Area (SDA), New Delhi.
This marks NBCC’s first redevelopment initiative with DDA. The total estimated project cost of both projects is approximately ₹775 crore (excluding GST). The redevelopment has been approved under the provisions of MPD-2021 and the Policy for Redevelopment Schemes and will follow a self-sustainable financial model.
The MoUs were signed by Shri Kunal Kashyap, Commissioner (Housing), DDA and Shri Anil Kumar, CGM (Engg.), NBCC, in the presence of N. Saravana Kumar, Vice Chairman, DDA and K. P. Mahadevaswamy, CMD, NBCC, along with senior officials from both organizations.
Project Details
The MoUs cover development of approximately 1.66 lakh square metres of built-up area across both locations:
Old Rajinder Nagar (ORN): ~1 lakh sq. mtrs., estimated cost ₹438 crore
Safdarjung Development Area (SDA): ~66,000 sq. mtrs., estimated cost ₹337 crore
The built-up area remains tentative and will be finalized after detailed surveys and approval of the Detailed Project Report (DPR).
Currently, 117 dwelling units at ORN and 152 dwelling units at SDA are being used as staff quarters by DDA. Given the age and condition of the existing structures, the redevelopment aims to create modern, well-planned residential infrastructure with upgraded amenities.
NBCC’s Role and Implementation Model
NBCC will act as the Project Management Consultant (PMC) and implementing agency, overseeing the projects from concept to commissioning. The redevelopment will follow a self-sustainable model, wherein:
A portion of the newly developed built-up area will be sold through a transparent process.
The proceeds will finance the project. The remaining built-up area, as decided by DDA, will be handed over for staff use.
NBCC’s scope includes
Master planning of approximately 4 hectares at each site
Preparation of DPR with cost and revenue models
Obtaining statutory approvals as per MPD-2021 and CPWD norms
Detailed architectural and engineering design
Tendering and EPC-based construction
Third-party quality audits
Completion and commissioning
The projects are proposed to be completed in phases within three years from receipt of statutory approvals and handover of encumbrance-free land.
Leadership Statements
N. Saravana Kumar described the agreement as a one-of-its-kind MoU and expressed confidence that NBCC would set new benchmarks with world-class architecture and state-of-the-art amenities.
Speaking on the occasion, K. P. Mahadevaswamy said the MoUs mark a significant step toward sustainable urban redevelopment and optimal utilization of valuable land assets in the national capital. He emphasized that the projects would create modern residential ecosystems while ensuring financial prudence through a structured self-sustaining model.
The MoUs reflect continued collaboration between two premier public sector institutions under the Ministry of Housing and Urban Affairs and highlight a shared commitment to structured urban regeneration and modernization of housing infrastructure in New Delhi.
