The Himachal Pradesh government is preparing a major proposal to reduce the number of officers from the All India Services in the state as part of its efforts to cut bureaucratic expenditure.

The state government is planning to reduce the sanctioned strength of Indian Administrative Service (IAS), Indian Forest Service (IFS) and Indian Police Service (IPS) officers. Officials said that a formal proposal regarding the reduction in the number of All India Services officers will soon be sent to the central government.

Under the proposed plan, the number of IAS officers could be reduced from 153 to 130, while the sanctioned strength of IFS officers may come down from 118 to 83. The exact number of IPS posts proposed for reduction has not yet been specified.

Proposal to Cut 23 IAS and 35 IFS Posts

According to the proposed restructuring, Himachal Pradesh is seeking a reduction of 23 IAS officers, bringing the total sanctioned strength down from 153 to 130.

The state is also planning a much larger reduction in the Indian Forest Service cadre. The number of IFS officers could be reduced by 35 posts, from the current strength of 118 to 83. Officials said the number of IPS officers to be reduced is still being worked out.

The move is part of the state government’s broader attempt to review its administrative structure and reduce the financial burden associated with maintaining a large number of senior officers.

CM Sukhu Says State Does Not Need an ‘Army of Officers’

Chief Minister Sukhvinder Singh Sukhu said that Himachal Pradesh does not require an excessively large number of IAS officers.

According to the Chief Minister, the actual requirement of IAS officers in the state is between 100 and 110. However, the government is seeking a reduction of only 23 officers at this stage. Sukhu said the government does not want an “army of officers” but needs officers who can effectively implement government policies and schemes.

The Chief Minister’s remarks underline the government’s focus on improving administrative efficiency rather than simply maintaining a larger officer cadre.

Officers Will Continue to Get Central Deputation

The Himachal Pradesh government has also made it clear that All India Services officers will continue to have the option of going on central deputation.

Chief Minister Sukhu said the state government would grant officers immediate permission when they opt for central deputation.

At present, more than 20 IAS officers and over a dozen officers from the IPS and IFS are already on deputation. Some officers are also posted to non-cadre positions within Himachal Pradesh.

The government is expected to take these existing deployments into consideration while restructuring the overall strength of All India Services officers in the state.

High Cost of Maintaining Senior Officers

One of the key reasons behind the proposed reduction is the high annual expenditure associated with maintaining senior officers.

According to the estimates cited by officials, the annual expenditure for each All India Services officer, including salary, dearness allowance, attached staff and other facilities and benefits, ranges between Rs 40 lakh and Rs 50 lakh.

With the state looking to control administrative expenditure, reducing the sanctioned strength of officers could result in significant savings over time.

The government is also expected to request the central government not to allocate additional central service officers to the state.

Formal Proposal to Be Sent to Central Government

Officials said that the state government is in the process of finalising the proposal and will formally send it to the central government soon.

Since the IAS, IPS and IFS are All India Services, any change in cadre strength requires coordination and approval at the central level.

The proposal is therefore expected to be closely examined by the concerned authorities before any final decision is taken regarding changes to the sanctioned strength of the services in Himachal Pradesh.

What the Proposed Changes Mean

If approved, the proposed restructuring would mark a significant change in Himachal Pradesh’s administrative setup.

The reduction in officer strength is aimed at:

  • Cutting bureaucratic and administrative expenses
  • Improving the efficiency of government functioning
  • Matching officer strength with the actual requirements of the state
  • Reducing expenditure on salaries, allowances and support staff
  • Streamlining the deployment of All India Services officers

The government’s proposal reflects an effort to balance administrative requirements with financial constraints.

Chief Minister Sukhvinder Singh Sukhu has made it clear that the objective is not merely to reduce numbers but to create a more efficient administrative system with officers focused on effectively implementing government policies and schemes.

The final decision will depend on the central government’s consideration of the proposal, but the move could become a significant step towards reducing bureaucratic expenditure and restructuring the state’s administrative machinery.
